RFP: Comprehensive Site Plan

The Leslie Science & Nature Center (LSNC) is seeking a qualified planning consultant or multidisciplinary team to develop a Comprehensive Site Plan for the LSNC campus located at 1831 Traver Road, Ann Arbor, Michigan.
This work will produce a single, comprehensive, and prioritized Plan that integrates existing studies, community and stakeholder input, nonprofit vision, and city infrastructure realities.
The Plan will guide capital investment, operations, and maintenance priorities over a 15-20 year horizon at the LSNC campus.

The Plan will also serve as a roadmap for the ongoing partnership between LSNC and the City of Ann Arbor, informing how each party plans, prioritizes, and funds improvements to this shared and beloved public asset.

Architectural Assessment Questions
Please distinguish between the 2025 Visitor Experience Plan and Staff Program Needs Assessment. How do these two documents overlap to better understand the level of further investigation needed by the architect?
The 2025 Visitor Experience Plan focused on the flow of visitors on the site, including parking, paths, and signage, with outdoor components primarily. It did not consider use of buildings beyond a future visitor center location.
Staff Program Needs Assessment will be achieved within this current Comprehensive Site Plan process and will include recommendations for upgrades and changes to building infrastructure to best serve current and future uses and needs.
During the site visit it was mentioned that an architectural assessment was completed, but the RFP states further assessment is needed. Please clarify what has been done to date and what is expected of the consultant.
The Architectural Assessment has been uploaded to the site and dates from 2011.
Additional considerations include potential expansion of the Critter House to function as a visitor center, as well as evaluation of the Caretaker Cottage to determine whether upgrades could support future nonprofit use or if the space should be considered for other site improvements, such as teaching space.
Other Questions
What are the insurance requirements, and are they the same as the City of Ann Arbor's procurement standards?
Company does not need to follow the City of Ann Arbor’s procurement standards. LSNC is working on final insurance requirements and will confirm on this site as soon as possible. Company will be required to list the City as an additional insured on the required insurance policies
Page 7 states "if possible, recommend funding strategies," but funding strategy is structured as a requirement under Task 7. Please clarify the consultant's role.
This was an oversight in the RFP. Funding recommendations are encouraged and considered a benefit if available, but they are not required.
Knowledge of municipal funding sources and opportunities available to nonprofits partnering with municipalities will be particularly valuable.
Funding strategies are difficult to create in the current environment of changing federal and state funding. How critical are they to the project?
We anticipate infrastructure upgrades needed to maintain current uses and support future uses of the site. Identifying potential funding opportunities will be helpful to future implementation efforts.
Page 7 states that the Board should be engaged in the visioning process, but later notes that the Board's role is governance and oversight. Please clarify their involvement.
There is no requirement to attend a Board meeting or Parks Advisory Commission meeting.
LSNC is open to consultants presenting to either or both groups if desired and if schedules allow.
Select Board members may participate as part of broader community and leadership discussions. The full Board is not expected to contribute input to development of the Plan and will primarily review the final product.
Can stakeholder engagements combine some of the listed groups, or is each group intended to have its own engagement process?
Stakeholder engagements may be combined and should include representation from each stakeholder constituency.
Engagements may be virtual or in-person and can take the form of meetings, surveys, town halls, or similar methods.
